Dr. Moses Onyoin

Dr. Moses Onyoin is a scholar-practitioner who is the Director and Head of Advisory at CITS, where he leads the development and implementation of strategic goals, oversees partner acquisitions, manages partner projects and assignments, and ensures smooth daily operations. With extensive academic and managerial experience in development, humanitarian and other sectors, he combines operational expertise with strategic insight to drive the organization’s growth and amplify CITS’ impactful support to partners. A seasoned organizational development and programme management specialist, Dr. Onyoin holds a Ph.D. in Management from University of Hull in the United Kingdom, a post-doctoral from Telfer School of Management at University of Ottawa in Canada, and a Master’s degree in Business Administration from Makerere University in Uganda. With over 17 years of experience working in developed and developing countries in academic research, teaching and professional management, at CITS he specializes in supporting partners in (re)designing and implementing development and humanitarian projects, undertaking programme and project audits, building and implementing learning partnerships, project leadership development. He also facilitates evidence generation and use as well as in capturing and sharing of best and promising practices. He combines his advisory work at CITS with teaching and research interests in Universities in Germany, UK, Canada and Uganda.

Dr. Mato James Magobe

Mato James Magobe is a Researcher and Lecturer in Innovation Management and Entrepreneurial Finance at the Open University of Tanzania. His work focuses on innovation systems, entrepreneurial finance, and public-sector policy, especially business environment reforms, innovation ecosystem development, and higher learning education. As a Technical Associate, Mato supports CITS partners through policy-oriented research, technical advisory, and capacity strengthening. He contributes to evidence-based interventions that advance entrepreneurship, institutional effectiveness, and innovation-led socio- economic transformation. Mato has expertise in research, policy analysis, and stakeholder engagement, translating knowledge into practical solutions for public and institutional development.

Ritah Barungi

Ritah has over 10 years Human Resource Generalist and Operations Support management experience in Civil Society Organisational settings. As a Technical Associate, Ritah supports CITS partners to strengthen people and organizational systems. Working alongside the Head of Advisory, Ritah supports in developing and implementing efficient HR structures, policies, procedures, and systems across HR management lifecycle. She primarily helps partners better align HR management with programming and other operations thus enabling partners achieve sustainable organizational, programme and project outcomes through improved workforce coordination and engagement.

Dr. Mayeso Chinseu Lazaro

Dr. Mayeso Chinseu Lazaro is a social scientist, researcher, educator, and consultant with over 17 years of university teaching and 12 years of consulting experience. He holds a PhD in Human Geography and Social Sciences (University of Hull, United Kingdom), a Master of Science in Family Ecology and Practice (University of Alberta, Canada), and a Bachelor of Education Humanities (University of Malawi, Malawi). He has extensive expertise in social and qualitative research, project management, programme design and evaluation, community capacity building, and knowledge generation. As a Technical Associate with CITS, he supports research, monitoring and evaluation, capacity building, and evidence- informed programming to strengthen institutional systems and effectiveness.

Masese Akisoferi Wesonga

Masese Akisoferi Wesonga is a professional with over 20 years of experience in providing strategic guidance, technical support, and training to enhance organizational development, governance, and program delivery within partner organizations. He currently serves as the Technical Associate , where he oversees the design, implementation, and management of programs aimed at strengthening the capacity and institutional effectiveness of civil society organizations. Wesonga holds a Bachelor's degree in Business Administration and a Master’s in Business Administration specializing in Human Resource Management from IASED University, India. Since 2006, he has made significant academic contributions as a lecturer at leading institutions, including Makerere University Business School, the Islamic University in Uganda, and Uganda Martyrs University Nkozi. With a career spanning over two decades, Wesonga’s consultancy expertise in organizational development, program leadership, and knowledge management has been sought by numerous local and international organizations. He has collaborated with institutions such as the Lutheran World Federation Uganda, Justice Defenders, War Child, UNHCR, Windle International- Uganda, Uganda Medical Stores, the Ministry of Housing and Urban Development, and Makerere University Rotary Peace Centre. His work also extends to organizations like Nilepet South Sudan, SNV Uganda, the Rural Energy Agency of Tanzania, Lilongwe Water Board, and various ministries and regulatory authorities across Africa. Wesonga’s extensive experience underscores his commitment to driving excellence in institutional development and capacity building within the civil society sector.

Paul Ongoet

Paul is a Research, Monitoring, and Evaluation Professional with over 7 years in Developing and Managing Research, Monitoring, Evaluation, Accountability, and Learning Systems. He has amassed Knowledge and Skills in Planning, Designing, Implementing, Coordinating, and Reporting on Project/policy Monitoring, Evaluations, and Social Research activities. Paul brings a combination of professional skills in data analytics, institutional and project/policy monitoring and evaluation, experimental studies design and management, process evaluations, research and evaluation design, study report writing, data management and people skills in communication and team leadership. He also brings in a field-tested experience where he has worked proudly in institutions, organization, villages and towns of East Africa successfully.

Ejauten Fred

Ejautene Fred holds a Master’s degree in Local Governance and Human Rights and a Bachelor of Arts in Mass Communication, with additional training in policy analysis. He is an experienced governance, leadership, and policy analyst with over eight years of practice in institutional strengthening and citizen engagement. A British Council–accredited Master Facilitator in intercultural dialogue, he has delivered capacity-building and ToT programmes across Uganda and the region, supported by partners including British council, Oxfam, ActionAid, World Vision, and UYONET.

As a Support Associate at CITS, Louis supports the team in advancing operational efficiency and delivering high-quality results for clients and partners. He is a graduate of Bachelor of Commerce from Makerere University. He has had experiences in research assistance, data management, banking operations, accounting, and client relations. Louis is passionate about continuous learning, innovation and contributing to impactful organizational goals.
